UNITED NATIONS GENERAL ASSEMBLY

The Secretary of State will address the U.N. General Assembly on Monday, 22 September. The Private Office have asked for a draft speech to be submitted on Friday, 29 August.

I attach an outline speech, slightly expanded from one the Secretary of State has seen, generally approved and wishes to look at again on his return from leave. The outline seeks to avoid a conventional tour d'horizon cover- ing "all the usual subjects". Instead, it tries to fit into
