JAPAN (B)
No recommendations for changes.
A strong information section which concentrates on export promotion and is currently playing its part in preparations for. British Week and EXPO 70.
We have had doubts as to the value of the B.B.C. Japanese service. We should however take no action on this at present in
view of the role of the service in relation to British Week and
EXPO 70; the B.B.C. receive a direct response from listeners and
N.H.K. rebroadcasts items.
The British Council has moved to new and more suitable
premises. The possibilities for English-language teaching are infinite but more good would come from first-class cultural
manifestations.

HONG KONG (C)
Since October 1968 there has been an active UK-based
Information Officer known as Trade Commissioner (Press Relations).
Since he is already primarily concerned with commercial work and
has just installed a telex to help him do it, no recommendations
are necessary.
PHILIPPINES (D)
Main objective is promotion of exports, followed by pro- jection of Britain as a dynamic, forward-looking democratic nation. The influential few are relatively very few indeed.
This group and, to a lesser extent, the Chinese business community, are the essential information targets.
We have for long been pressing for the British Council to be established. The Philippines are near the top of our list of priorities for the Council and this should remain a priority, even post-Duncan.
Until the modernization of Tebrau is completed the B.B.C. signal is weak, but eventually the Philippines will benefit from a strengthened World Service beam directed to Japan and the
S.W. Pacific.
