Brief for Mr. Hughes' visit to Japan September 1969
The visit will provide an opportunity to
encourage the Japanese to stand firm in their
resistance to countries such as the United States
and Canada, which are becoming increasingly protection-
ist in the non-cotton textile field. We should also
welcome an exchange of views on our two countries'
attitudes towards a further extension in time of the
Long Term Arrangement for Cotton Textiles;

A summary of Japanese exchanges with the Americans
is given in Annex A. It would be appropriate to
congratulate them on the tough line they have taken
with Mr. Stnas and his colleagues; assure them of our
continued opposition to any proposal to extend the
Long Term Arrangement to other fibres;
and express
the hope that the Japanese will not weaken our
combined stand by agreeing to any new bilateral
restraint arrangements with the U.S.A. (or others)
for textiles other than cotton.

The Japanese may be in a position to indicate
what progress is being made by the Japanese team
which went to the United States on about 15th September
to look into the allegations of disruption in the U.S.
textile industry.
