Speech on "World Security Problems" to the Commonwealth Parliamentary Association's Spring 1969 Visit, 27 March, 1969

This speech will now be made by the Minister Without Portfolio, The Rt. Hon. George Thomson, M.P.,

instead of by the Minister of State, Lord Shepherd, who is away.

I attach hereto re-draft, extensively changed since the first draft circulated on 3 March, in the light of comments received, and in many cases incorporating, instead of or in addition to, sections of the first draft wholly fresh ones kindly provided by Departments.

In certain cases, e.g. items on Africa, and S.E. Asia more than one draft on the same topic emerged from the first consultation, and I trust the most immediately responsible Department in each case will let me know urgently should the result I have submitted not be to its liking.

I fear it may be too late to get a finally agreed draft to the Minister Without Portfolio before Monday but would very much appreciate it if I could have, from any Department not happy about the present draft, their comments by not later than lunch time that day.
