Although the majority of the former large dependent
territories have now attained full independence, and nearly
all of those territories which remain as dependencies are
small this has not correspondingly eased the problem of
finding satisfactory constitutional forms suitable to their
individual needs and circumstances. As in the past con-
stitutional developments in each of the remaining dependent
territories will continue to be considered in the light of its
own particular problems and resources.
We shall, as we have in the past, continue to keep
the changing circumstances of each territory under review,
ready to respond when further constitutional development s
are required. Each territory has, as I have said, its own
character, and its own special needs, and therefore calls
for its own solutions.
