Lord Brockway's Question for

Monday, 21 April, on Associated States

and Dependent Territories

You asked for speaking notes for Lord Shepherd as

material for the reply to the debate on this question.

2. I attach such speaking notes on the Associated States,

based on material provided by North American and Caribbean

Department, and a short passage on Dependent Territories

based on briefs prepared for the recent Commonwealth Prime

Ministers' Meeting. They have, as you know, been rather

hurriedly prepared, and in view of the time element I am

sending them direct to you. I understand you may be

holding a meeting on the morning of Monday, 21 April, at

which any comments received from those to whom this minute

is copied, can be considered.
