Briefs for the Secretary of State's

meeting with Mr. Rogers in Tehran, 26-27 May

The Secretary of State will be attending the CENTO Council meeting in Tehran on 26 and 27 May. Before the meeting Mr. Stewart will have time for a short discussion (between 30 minutes and an hour) with Mr. Rogers on subjects of mutual interest.

2. The State Department, who are preparing briefs for Mr. Rogers, have asked whether there are any issues which the Secretary of State intends to raise, on which it would be useful to brief Mr. Rogers in advance. I should be grateful if recipients of this minute would let me know in good time (bearing in mind the need to inform Washington) if there are any subjects which they think the Secretary of State should raise.

3. The Departments concerned agree that the Secretary of State will certainly need background briefs on the following subjects:

(a) The political situation in France; its likely effects

on NATO and our application to join the Common Market (WED to co-ordinate).

(b) Vietnam (SEAD).

Would recipients please let me know if the Secretary of State is likely to need background briefing on other subjects.

11. All briefs (five copies in final form with the same

heading as this minute) should reach Mr. Young (hoom 303 KCS) by lunch-time on 19 May.
