CONFIDENTIAL
c) The Nomination to the Legislature of one or two Elected Members
of Local Government Bodies
This seems to be the most promising possibility but at the
present time the field consists solely of elected members of the
Urban Council. Proposals for the re-organisation of local
Government in Hong Kong have been under consideration for sometime
but have been delayed by the disturbances of 1967 and their after-
math. These proposals are now being considered in the Colony and
once the projected re-organisation is under way, this possible
change in the basis of the Legislative Council membership might
be more closely examined.
