I have put down our Departent as "initiating" on the basis that materials already exist on this sub'eot and that we should be grateful if . Blain could produce the first draft the Brief and ciroulate it through the four Dependent Territories Departments, before it is considered by Sir A. Galsworthy, Mr. #crston, and syself.

We know that the Prime Mini¬ter has on several cocasions expressed his wish to make a statement about, and engage his Prise Ministerial colleagues in discussion of, Gibraltar.
2. Sir Arthur Galsworthy and I would be grateful if Mr. Bennett and Xr. Edmonds would arrange between them for the produstion of the draft Brief. Yr. Bernett talls se that this is already in hand, but will be prodused after the U.N. have again taken the Gibraltar item.
3. I notice in the "Additional Briefs" section of the list for the 1966 meeting which you attached the subjoot "Nauru". If you think a defensive Brief is necessary, I should be grateful if it could be undertaken on your side, since the point raised would certainly be the relationship of Nauru to the rest of the Commonweal th. But P.I.2.D. will help.
