Before each I.D.C. Course I try to give

the Commandant, for his own information, background

notes on students from the smaller Commonwealth

countries who may have some significance on their

return home. This is in addition to the formal

curriculum vitae which is provided to the College

and has a fairly wide distribution.

In this category there is a Mr. Li Fook-Kow, who is, I understand, Deputy Financial Secretary to the Hong Kong Government.
