The Chinese People's Government (and previous Chinese Governments) regard the whole of Hong Kong (that is, both the leased and the ceded areas) as Chinese territory to be recovered peacefully by negotiation at the appropriate time. Meanwhile, there have been several plain indications that they expect the constitutional status quo to be maintained in the Colony. This means that there can be no constitutional progression towards self-government similar to that which has taken place in other dependent territories. This in itself presents certain difficulties since the classical type of Crown Colony constitution which has operated in Hong Kong for many years is not the most ideal form of Goverment for administering what is a highly sophisticated community possessing modern facilities of all kinds which compare favourably with those anywhere else in the world,
