Mr. Li is a member of a prominent and wealthy Hong Kong family connected with the Bank of East Asia (the third largest bank in the Colony) and was the son selected for public service. He is tall for a Chinese and besides being very able is also very personable. He has a cousin (F. S. Li) who is a member of the Colony's Executive Council.
