The Tsuen Wan Authority

(a)

would be initially District Officer, Tsuen Wan;

(b) would have an advisory council of 20-25 mainly

nominated locals, partly official;

(c)

would have some of City Council's powers to start;

(d) would be controlled by Secretary for Home

Affairs "through" District Commissioner,

New Territories.

Housing Authority would be modified to emphasise its

independence but maintain connexion with Urban Council and

Tsuen Wan Authority through mutual unofficial membership.
