It is suggested that the Minister might say in
reply to Mr. Cheong-Leen that he fully realises that the use

of emergency regulations does involve the departure from the
normal legal processes; that neither he nor the Governor wishes
to see these regulations continued in operation for a moment
longer than is absolutely necessary; that a considerable
number of emergency regulations have already ceased to operate,
and that the remainder, including Regulation 31, will be
suspended as soon as the security situation permits.
