Minister of State's Speech on "World Security Problems" to visiting members of the

Commonwealth Farliamentary Association

I have been asked to draft a speech for Lord Shepherd

on "World Security Problems" to be delivered at Westminister

Hall on Thursday 27th March, to a group of M.Ps from

Antigua, Botswana, British Honduras, British Virgin Islands,

Canada, Ceylon, Malta, New Zealand, Northern territory (Australia), East Pakistan, West Pakistan, Sierre Leone, Singapore, Swaziland, Tanzania, Uganda.

Colonel Molloy, Secretary of the host UK Branch of the

CFA has asked that all problems likely to interest

representatives of the countries represented should if

possible be at least touched upon so that none feels his

area has been overlooked.

The draft attached, on which I would greatly value your advice, is therefore only a suggested skeleton and I have left blank the places for specific suggestions from the Departments concerned with the countries or problems

therein mentioned.

Lord Shepherd's Office should, if possible, have a final version, acceptable to all Departments concerned, not later than Thursday, 20th March. It would be helpful therefore if I could have your suggestions not later than Monday, 17th March.
