Briefing for the Committee of 24 -
Hong Kong
Last year's briefing on Hong Kong took the form of the Confidential and Unclassified Notes dated 18 January, 1968.

Attached in triplicate is a note to bring uo to date that section of the Unclassified brief which dealt with Lebour Matters. The rest of the brief still stands. (The section on Economy is of course out of date but no later figures are as yet available.)

The Confidential brief has been revised completely and the new version is enclosed in triplicate. The first paragraph is to be regarded as confidential at all times, but the second paragraph may be used in replying to specific questions, though the information it contains should not be volunteered freely.
4. I see, however, from the Fortieth Report of the Working Group (A/AC. 109/L.537) that the representa- tive of Bulgaria has repeated his country's attitude that discussion of Hong Kong should not take place until the "lawful rights of the People's Republic of China are restored in the U.N." I imagine, probable therefore that once again Hong Kong will not be discussed.
