33. I should also say a word about British Honduras. We have

recognised that independence is a legitimate aspiration of the

people of that country and we are willing to consider any

proposals which the Government of British Honduras may make

towards that end. As you know there is a dispute with Guatamala

over this territory, but we are seeking ways of settling this in

an amicable fashion.

34. I should now like to say something of European Security.

The world is not perfect and we have to defend ourselves against

possible attack. That is the justification for the system of

collective security by military alliances within the framework

of the United Nations Charter. This year the North Atlantic

Alliance reaches its twentieth year. Looking back one sees that

its existence has allowed Western Europe to develop its movement

towards economic and political unity. The existence of a secure

political and military alliance has also permitted the countries

of Western Europe to explore bilaterally the possibility of

improved relations with Eastern Europe: indeed, it is hard to

see a solution being found to the problems that divide Europe

except from the position of stability and security that the

Alliance provides.

35. The Ministerial meeting of North Atlantic Council in

June 1968 began to give expression to the twin purpose of seeking

an improvement of relations and a reduction of tension while

maintaining the security of the Alliance. It issued a statement

that while the overall military capability of NATO should not

be reduced except as part of a pattern of mutual force reductions

balanced in scope and timing, the necessary preparations should
