Two papers, dealing respectively with Communist Policy and Tactics and with Communist Capabilities, were sent to you under this reference on 28th November 1968 and 13th January 1969. It has always been planned to write a third paper, complementing these two and in the light of their conclusions, to reflect the Hong Kong Government's policy and aims in combating and forestalling Communist subversion. Four copies of this third paper are attached.

It has been distributed to the heads of all major departments and branches here. Copies of the Colonial Secretary's covering letter are also attached to show the way in which it is hoped the conclusions of the paper will be used to influence thinking and forward planning.

Copies of the paper, but not the covering letter, have been sent to Singapore, Washington and Peking.
