Following from Galsworthy.

The proposed reply is as follows:

"The Chinese have indicated that if certain

newsworkers in prison in Hong Kong are released

they will restore Mr. Grey's freedom of movement.

Under normal circumstances all the newsworkers in

question will be released with full remission by

early October.

The Chinese have given no indication about

the other British subjects, some of whom they

allege have violated Chinese law.*

2. As you will see, the reply follows closely the

terms of the Chinese Chargé d'Affaires' statement

to Moreton on 19 May (my telegrams Noa. 179 and 180

to Peking). In dealing with supplementaries we

intend to avoid commenting on whether we believe

this to represent a firm assurance on the part of
