Bearing in mind certain remarks of the Home Secretary

at the meeting on 16 June, you may care to look at the

attached newspaper cutting reporting discontent on the

part of ordinary prisoners in Hong Kong at alleged

partiality towards left-wing prisoners. Shall we see a

petition from the patriotic train robbers complaining of

discrimination in favour of the enemies of the realm?
