because of the refusal of the Chinese People's Government to

accept, on deportation, Chinese aliens who are known criminals

e.g. members of triad societies, drug traffickers.

There is no

one detained under these Regulations at present. They continue

to be required and there is no intention of repealing them in

the foreseeable future.

Convicted Confrontation Prisoners

Although the question relates to detainees, the matter of

Communist confrontation prisoners still serving sentences for

offences committed during the disturbances of 1967 may be raised

in supplementary Questions. This aspect is accordingly covered

in Notes for Supplementaries which are attached together with a

draft reply to the substantive Question.
