The attached Parliamentary Question by Mr. Rankin is for
oral reply on 21 July. Although we are second on the list for
Questions on that day I understand that we are almost certain
to be reached. The matter of detainees in Hong Kong is
inextricably bound up with the question of Emergency Regulations
and Mr. Rankin put down Questions on both of these subjects in
December, 1968, and January, 1969. Copies of the relevant
Hansard extracts are attached. However, the whole situation in
relation to these subjects has undergone a radical change during
the last two months.
Detainees
2.
The last detainee was released on 12 May and there is now no
one detained under Emergency Regulations. This fact is widely
known and the reason for Mr. Rankin's question is not apparent
(but see paragraph 4 below). The last five detainees were
released subject to the imposition on them of Police Supervisory
Orders, valid for six months from the respective dates of their
release. Under these Orders the released men may be excluded
from any specified areas of the Colony and may be called upon
regularly to report their movements to the police.
Emergency Regulations
3. The Governor has steadily discontinued the application of
individual Emergency Regulations during the past year or more and
