5. It is now almost six weeks since Lord Shepherd last
summoned Shan P'ing and we must soon consider sending for
him again. It would perhaps be better to delay this until
Mr. Denson has reached Peking and made his first calls on
the Ministry of Foreign Affairs. He enters China on
22 February. It should then be possible to see whether
there has been a permanent change in the Chinese mood.
Furthermore we should be in a better position to assess
the effectiveness of our latest probe in Hong Kong of
Chinese intentions towards Mr. Grey.

At Lord Shepherd's next meeting with the Chinese
Chargé d'Affaires we might vary our tactics slightly to
try to draw from him a more positive response than on the
last occasion. Although we must necessarily refer to each
case individually I see advantage in singling out one case
for special treatment. Assuming that the Chinese are ready
to look at cases on their merits there is something to be
said for expounding individual cases in some detail.
