his reports following two visits which he paid
to the Victoria Road Detention Centre in May
and December last year. You will see that the
only criticism that he had to make of the
arrangements at the Centre was concerned with
inside
certain outoide cell accommodation which lacked
adequate access to daylight. You will also see
that the Hong Kong Government have taken steps
to remedy this deficiency. In any event, the
five number of detainees has been reduced to Six
since Mr Hefti's later report was written and it seems unlikely that" this accommoda the criticism probably no longer holds good.
The only other comment that I wish to
make on Mr. Hefti's reports refers to the
latter part of paragraph 3 of his report of the
13th May, 1968. There is no one now detained
under the Deportation of
Aliens Ordinance:
