on admission to the Bar in Hong Kong an undertaking be given by the Barrister that he would read for an aggregate period of not less than 12 months as a pupil in the Chambers of a Barrister of not less than 5 years standing and would not practise before completing a 6 months pupillage period. (Vide Paragraph (b) of the 4th Schedule of the Consoli- dated Regulations of the Inns of Court).

The proposed amendments also introduce the require- ment of a residential qualification for persons coming to practise at the Hong Kong Bar. Special provision would of course have to be made for Barristers from England or Northern Ireland coming to Hong Kong to conduct a particu- lar case or cases, and this was sought to be achieved by a proposed Section 27(2). The Sub-Committee was of the view that the wording of the proposed subsection was far too wide, giving, as it would an apparently unfettered discretion to the Courts to impose restrictions and conditions upon the admission of any Barrister.

Accordingly the Sub-Committee recommended the de- letion of the proposed subsection and the substitution of an undertaking in similar terms to that given by Commonwealth Barristers who are called to the English Bar for the purpose of conducting a particular case or cases. (For the text of this undertaking see page 45 of the Calendar for 1966-67 of the Council of Legal Education).

The Sub-Committee recommended that Section 39 of the Ordinance be amended to provide for the costs incurred by the Bar Committee to be paid out of general revenue upon the Attorney General's certificate in any proceedings under Section 32, 37 or 38 of the Ordinance. This amendment has since been accepted.
