The correspondence started with Canberra telegram no. 235: we replied to that telegram in our own telegram no. 184. Our reply apparently did not satisfy Canberra, and they came back to us in their telegram no. 236. We replied to their telegram in our own telegram no. 191.
3. The background to this matter is given in the minutes accompanying (186) on this file. (186) itself is a letter sent by Lord Shepherd to
Mr. John Tilney, MP, in response to an enquiry from the latter which had been sparked off by letters which Mr. Tilney had received from Mr. Litton. Lord Shepherd's letter to Mr. Tilney was seen in draft by Mr. Cruchley who commented in his minute of 28 January, with (186) on this file. Paragraph 1 of our telegram no. 191 to Canberra was taken more or less verbatim from Lord Shepherd's letter to Mr. Tilney. Paragraph 2 of the telegram refers inter alia to the press cutting from the South China Morning Post, which is at (61). Paragraph 3 of our telegram is a simple factual statement of the present position in the Colony in relation to the remaining 4 detainees.
