Addressed to Hong Kong telegram No.12 of 16 January, repeated for information to FCO

I see from South China Morning Post of 11 January that

a detainee released on 7 January, has defied a police supervision order to report daily to a police station for a period of 3 months, and is now liable to arrest and imprisonment, The Hong Kong Communist Press has apparently denounced this supervision order as "Fascist Persecution".

.2. I was not aware that certain released detainees were

placed under supervision orders. I should be grateful for information on Hong Kong policy in this respect, and details of those detainees who have been required to register with police.

3. Am I right in thinking that Communist prisoners have consistently defied such regulations in the past? If so is there not a serious risk that by imposing them we undo the political benefit arising from releases and expose our- selves to charges of duplicity?
