The attached Question by Mr. Rankin is for written answer
tomorrow Tuesday, 21st January. We have no record here of the
correspondence between the Bar Association and the Solicitor
General to which the question refers, nor have we been able to
obtain in London a copy of the Bar Association's 1967 Annual
Report in which the Hong Kong Government state it was published
(Hong Kong Tel. No.52).
2. But we gather from the text of the question that the
correspondence related to the Committee of Review appointed to
hear representations from persons detained under Regulation 31
of the Principal Emergency Regulations.
Questions already asked
by Mr. Royle on 10 December and Mr. Abse on 17 December were
concerned with the names of the Committee members and with its
functions. A Question by Mr. Bidwell for answer today asks for

information on the membership of the Committee.

3. It is conceivable that the correspondence to which Mr. Rankin
refers may give rise to further Questions. We will be able to
judge this when we see it. The Governor is being asked to provide
copies of the Bar Association's Annual Report, and, when received,
copies will be placed in the Library of the House, since the
Parliamentary Office have advised that this would be an appropriate
step to take in view of the wording of the question.
