The attached Question by Mr. Maurice Orbach (Stockport, South)

required since the Question will not be reached.

The draft reply is based on the material in Hong Kong

telegram No. 72. I suspect that the scenes in court (paragraph 5

of that telegram), played a part in determining the sentences

but there is no scope for mentioning this in an answer confined

strictly to the terms of the question.

3. There were other similar disturbances and acts of indiscipline

in Hong Kong schools during 1967, aping the activities of the

youthful "Red Guards" in China.
