Dear Sirs,
I have been asked by the Colonial Secretariat for my consent to make available my report of May 13th on the Victoria Road Detention Centre to a Member of Parliament. It appears that the M.P. concerned was approached by a local party who turns out to be a Mrs. Elsie Elliott, an elected Urban Council Member. Mrs. Elliott's enthusiasm in endeavouring to be the' champion of the underdog no doubt far exceeds her experience as well as knowledge and I am convinced that a number of her many efforts frequently back-fired and made matters worse to the embarrassment of the Government as well as the community at large. Consequently, I thought it would be best for me to make a further visit to the Detention Centre in order to have an up-to-date picture of the situation and I herewith report as follows:
Population:
There are now only 23 detainees left, of whom one is in hospital, but is expected to be released
No more from hospital within a couple of weeks. females are retained. The oldest detainee is 54 years of age and I understand that his detention has just recently been extended for another year. The youngest detainee is 18 and there are two detainees who have been detained the longest, i.e. since July-15th, 1967.
Accommodation: Block 'C' is being altered to provide for more
and better cells and at the present time all detainees are held in Block 'B' which includes the 12 inside cells. However, only four of these are being made use of with two inmates each, and detainees are switched around to give them the benefit of the better cells every now and then. As and when Block 'C' has been renovated, the question of accommodation will have improved a great deal.
