There have been new developments in the Grey case. On

28 December the New China News Agency published a report in Peking linking Mr. Grey with the news workers serving sentences in Hong Kong. Mr. Grey has been allowed to send messages to his mother, girlfriend and Mr. David Chipp, the editor of Reuters; Mr. Cradock has also received a Christmas card and

message from Mr. Grey. Does any of this call for changes in the approach to the case approved by the Secretary of State

on 13 December?

My recommendations are these:

No change is for the time being required in the approach to the case approved by the Secretary of State on 13 December.

We should carry out another full scale review after the receipt, about 13 January, of the assessment of Chinese intentions promised in Hong Kong telegram No. 2286 of 23 December.

If in the meantime News Department are asked about

the possibility of a bargain involving the release

of the news workers, they should say unattributably that
