On the 19 December 1968, Mr. Whitlock replied to a Parliamentary Question by Mr. Allaun concerning the award

of the punishment of separate (solitary) confinement

to persons in detention and to prisoners serving sentences

in Hong Kong for offences in connection with the 1967

disturbances in the Colony. In the course of his reply

the Minister stated that no detainees had been kept in

solitary or separate confinement. So far as convicted

prisoners were concerned, the Minister undertook to obtain

and send to Mr. Allaun details of any such prisoners who

may at any time during their sentences have undergone this

punishment.

We have now heard from the Governor (Hong Kong Tel.

No. 2287) that none of the prisoners in question has under-

gone separate confinement (the term "solitary" confinement

is not used in Hong Kong).

The Minister is accordingly

now in a position to write to Mr. Allaun as he promised,

and the draft is attached.
