I have discussed this again with Mr. Carter. He feels that, with respect, there is a good case for sending the Governor the advice tendered in the draft plus a mention of what you said to Royle when he called here on Wednesday.
2. I wonder whether, in the circumstances, you would be prepared to agree to the issue of the draft as it now stands plus a final paragraph which might run along the following lines:-
