Although the attached Parliamentary Question by Mr. Rankin

is for oral reply on 16 December, it was put down so late that

it will not be reached and the Parliamentary Office do not

require Notes for Supplementaries.

At the time that Emergency Regulations were originally

promulgated in Hong Kong during last year's disturbances, the

Deputy Under Secretary (Sir Arthur Galsworthy), together with

other officers, were in Hong Kong. The Governor had full

consultations with them and with the Commonwealth Secretary

by telegram. There was also the fullest consultation by

despatch with the Commonwealth Office before the Hong Kong

Public Order Ordinance was enacted in November 1967.
