be British subjects and if their claim were upheld, could only
be dealt with under Regulation 31.
Moreover, it is logical
to deal with communist activists, irrespective of nationality,
under the same law and procedure. This point was made in the
reply to the first of Mr. Royle's Questions on 10 December.
