This question by Mr. Malcolm MacMillan is for written
reply and should have been answered today. However, the
Question was not received in the department until this morning
and it has been necessary to consult the Governor by telegram.
A copy of the Governor's reply is attached.

Complaints about the warmth of prison clothing have not
come from prisoners or from detainees themselves. The subject
has however, been raised from time to time by the local
Communist leadership as a propaganda theme, particularly on
occasions when they have paid visits to those Communist prisoners
who were convicted of offences connected with last year's
disturbances.
3. The Governor is satisfied that no prisoner or detainee has
cause for complaint as regards the warmth of his prison clothing.
4. A draft reply is attached which, together with this
submission, has been cleared with Mr. Moreton.
