Discussions with Governor, Hong Kong

When the Secretary of State sees the Governor of

Hong Kong at 4.30 p.m. on Friday, the 13th, officials will

report on the outcome of their discussions with him earlier in

Sir David Trench returns to Hong Kong on Sunday,

The Secretary of State last saw Sir David Trench on

25 October when officials reported on the discussions held with

the Governor on his arrival. In brief, the Secretary of State

endorsed the policy of "firmness without provocation" in our

relations with China over Hong Kong. It was agreed that we

should not miss any chances of gradual de-escalation and that,

as part of this process, detainees should be gradually released

subject to the need to take full account of security conditions

in Hong Kong. It was accepted that there was some reason to

believe that Mr. Grey might be released shortly; but if he was
