Dear Arthur,

I am enclosing a consolidated note on two mornings' discussions on Hong Kong's place in Sino-British relations which took place while James Murray and Percy Cradock were here together.

The record has been agreed with both of them, apart from some very minor verbal changes I made after Cradock had gone. The discussions covered a good deal of ground and provided a useful opportunity to review and reassess the various facts and portents of the current situation even if as a result there was no significant change apparent in the respective views of the protagonists!
