I enclose two letters which I have received from Hong Kong regarding the Emergency Regulations. It seems to me that these are important letters from highly respectable sources, making a very strong legal case against the present position.

It seems to me that the key para- graph is the penultimate one in Mr. Litton's letter, on the bottom of page 4 and the top of page 5.

This is very urgent, as the Governor is coming to a meeting of our Hong Kong Parliamentary Committee next week and I am anxious to know your views about this before his visit. I would be grateful, therefore, if you could let me know the answers to these points as soon as possible.
