Addressed to Peking telegram No.406 of 2 November, Repeated for information to FCO.

My telegram No.2137 to FCO.

N.C.N.A. representative said they wanted to discuss details of visit to patriotic news workers in prison but said question of access to Grey was not for them. Political Adviser said he would inform you and you would seek from Ministry of Foreign Affairs adequate assurances about access to Grey. Once assurances were given visit in Hong Kong could take place as in April.

N.C.N.A. said visits would be as in April except they wanted to meet whole group of prisoners together and give them Thoughts of Mao. P.1. said this might be difficult.

N.C.N.A. then developed at length argument that Sino British relations could improve only when Hong Kong problem had been solved and that solution depended upon action by Hong Kong Government especially over prisoners.
