Wanted: bolder long-term budgeting plan
MANY nations, among
them the Germans and the Japanese, lay claim. to having achieved a post-war economic miracle. But I know of nothing to compare with the economic miracle of Hongkong.
Almost devoid of natural resources, asked to cope with a massive wave of immigrants, regularly buffeted by political and financial storms, Hongkong does not merely survive. She thrives and expands to a degree that surprises even those who know her best.

Among whom I do not number myself. I am dis- tressed that because of un- fortunate circumstances it should appear to anyone that Mr. Daniel Jones or I
came here with the slightest intention of telling Hong- kong how to conduct her affairs. The purpose of our visit was, firstly, to show the concern felt in the House of Commons for the welfare of Hongkong, and secondly to provide Hong- kong with two additional friends in the UK who would have heard at first- hand about her problems, fears and hopes.
Admiration
I shall go back with an admiration for Hongkong which could not have come from just reading the statis- tics. I shall remember the integrity, energy and intel- lectual calibre of the Hong- kong civil service. I shall remember the dynamism of the European and Chinese businessmen. But above all, I shall retain an undying memory of the courtesy, good humour, diligence and determination to survive of the ordinary Chinese.

course, like every. other human society, Hong- kong has its unsolved pro- blems. They are the re- sponsibility of the Hong- kong Government and it is not for me to "demand" or "insist" or even "inform" that Government about its own subjects. I am not a roving ambassador with plenipotentiary powers
