Mr. Royle Said that there was a great deal of agitation in Hong Kong over HMG's reluctance to provide funds for the extension of the Kai Tak Airport. He

wondered whether it would be helpful if he could put down a motion in the House about this. Lord Shepherd said that he was not au fait with the present position, but would look into the matter and write to Mr. Royle. Meanwhile,

he asked Mr. Royle to stay his hand. This the latter agreed to do.At this point, Mr. Bryant left for another meeting.7

5. In regard to Mr. Grey, Mr. Royle said that, after discussing the matter with the Governor, he had decided not to see Ho Yin. He had, however, seen the journalists and also the remaining detainees (a bloody rough lot!). He thought it was important not to press the Governor about the lifting of the emergency until all the detainees had been released.

Mr. Royle mentioned that the Governor and Unofficial Members of Executive Council have invited Mr. Heath to visit the colony shortly. It is probable that Mr. Heath will accept and will be accompanied by Mr. Hurd, one of the co-authors of "The Smile on the Face of the Tiger".

Mr. Royle also reported that the Governor had not abandoned the idea of an Ombudsman but still believed

maladministration, etc. Mr. Royle said that in his view there was a good case for an Ombudsman, a post which he thought might be filled by a retired senior official from this country.

8. There followed a brief discussion on the Tunnel project after which Lord Shepherd introduced Mr. Royle to Hong Kong's new Colonial Secretary, Sir High Norman-Walker,
