If you think that we should press for invitations to be sent to any Commonwealth countries with which you are concerned, or if you feel that there are com- pelling reasons why certain countries/territories should be excluded, I should be grateful if you could advise me accordingly before the Meeting on 26 November. It would be particularly appropriate to suggest countries/ territories in which there has been a recent change of government or elections or a change in constitutional position. It would also be helpful to know which of the suggestions already made you support strongly. We could then try to ensure that their places were preserved in the face of other candidatures.
