C. Y. Kwan and Company. He speaks good English.

} He is the penior Chiness unofficiul member of the Hong Kong

Executive Council, of which he has been a member since 1961,

He was an unofficial member of the Legislative Council from

1959-1966. He has made a constructive contribution to the

deliberations of both Councils. In addition he serves on

numerous official and semi-officiel Committees.

As senior Chinese unofficial member during the period of

communist confrontation in 1967 he was under considerable strain,

but remained staunch and helpful both in public and particularly

behind the acones: he is not a man to push himself forward into

the public eye more than he can help.

The Governor of Hong Kong describes him as a "careful,

thoughtful lawyer" who is "rather serious but can be amusing

when he unbenda,"
