FOREWORD
The Hong Kong Branch of Justice has requested a Special Committee comprising of the Hon, Dhun Ruttonjee, C.B.E., LL.D.
J.P. (as chairman) Mr. B. Bernacchi, O.B.E., Q.C., J.P. and Mr. Cheung Wing-In, J.P., (as secretary) to prepare a report on the feasibility of instituting the office of Ombudsman in Hong Kong. It is in compliance with that request that this report is now presented.
