I am sending you herewith, for your information, two copies of a report by the Hong Kong Branch of JUSTICE on the feasibility of appointing an Ombudsman in the colony.
This report was published and presented to the Government during the summer but I have been told by the Branch that it has not been sympathetically received and that its recommendations have also been opposed by the unofficial members of the Legislative Council.
My reading of this is that the institution is all the more required, particularly in a community where there is no elected opposition to the Government and therefore no real means of bringing administrative malpractice to light.
Despite the opposition to the proposals, I hope that you will find time to study the report and perhaps to press it on the attention of the Hong Kong Government as being worthy of consideration.
On quite another subject, I noticed in the Press that you have recently paid a visit to the Seychelles and somewhat regret that I did not know you. were going. In the early years of JUSTICE I spent a great deal of time wrestling with the judicial abuses that took place in these islands during the judicial reigns of Lyon and Bonpetard (whose appointment we vigorously but unsuccessfully opposed)
In the end I gave up after being advised by a retiring Governor that nothing could be done unless and until the powers of one or two French families could be broken After a long lapse of time new representations have started coming in although they are mainly concerned with the redress
