Further to my letter of the 20th October regarding the possibility of the appointment of an Ombudsman in Hong Kong, I have since been informed that the Government had in fact drawn a Bill earlier this year but did not proceed with it by reason of the opposition it encountered.

I wonder if it is possible for you to confirm this and whether we will be allowed to have a copy of the Bill in question?
