Short title and commencement.
In case there is delay between enactment and operation of the Ordinance, this period is dis- counted in the period of 12 months within which a complaint must be made.

In U.K. Act, Parliamentary Commissioner holds office during good behaviour. The Bill provides for a term of three years.
It is thought proper to give the Commissioner the same security as a Supreme Court judge, which is the effect of the equivalent U.K. section.
