the Commissioner shall take an oath that he will faithfully and impartially

perform the duties of his office, and that he will not, except in accordance with the provisions of this Ordinance, divulge any information received by

him undor this Ordinance.

Stoff of Commissioner.

(2) The oath shall be administered by the Clerk of Councils.

(1) Subject to the provisions of this section, the Commissioner

may appoint such officers as may be necessary for the efficient carrying

out of his functions under this Ordinance.

(2) The number of persons who may be appointed under this section, whether generally or in respect of any specified duties or class of dutios,

shall be determined by the Governor.

(3) The salaries of persons appointed under this section, and the

terms and conditions of their appointments, shall be such as are approved

by the Governor.

FUNCTIONS OF THE COMMISSIONER

9. (1) Subject to the provisions of this Ordinance, the Commissioner may investigato any decision, relating to a matter of administration and affecting any person, taken in or by any department or by any officer thereof in the exercise of any power of function conferred on it or him by any law.

(2) The Commissioner may conduct an investigation either on a complaint

duly made to him under this Ordinance by any person or of his own motion;

and where a complaint is so mado he may commence an investigation notwith- standing that the complaint may not on its face be against any such decision

as aforesaid.

(3) Without limiting tho provisions of subsection (1), the Governor

may refer to the Commissioner for investigation any matter which is within,
