investigate will be extremely rare.

But a situation might arise where a

person normally resident in a

Dependent Territory had suffered an

injustice at the hand of an official

whilst in the United Kingdom on a visit.

Alternatively, a person resident in a

Dependent Territory might have a

complaint stemming from a right

arising in the United Kingdom, for

example, the application of British

Nationality Law.

4. It follows that any complaint about

the instructions received from home

on which officials abroad act would

have to be referred to the Foreign

and Commonwealth Office to be dealt with

here.

5. The Parliamentary Commissioner

Act 1967 came into force on 1 April,

1957. From that time the Parliamentary

Commissioner for Administration (PCA)

has been empowered to investigate

complaints of maladministration,

provided they are referred to him by

Members of the House of Commons.
